Kelly Ann Allen (Mullins), 57, of Elizabethville PA passed away Saturday, February 14th, 2026.
She is preceded in death by her loving husband and partner of 35 years, George Allen Jr., as well as her brother, Raymond Mullins.
She is survived by her children, Michelle, Alex, Carly and her husband Robert McGowan and Georgia. She is also survived by her parents, Carl and Mary Mullins (Bendig) and siblings, Carl and wife Tina Mullins, Vincent and wife Danielle Mullins, and Mary Lou Adams (Mullins), together with countless nieces and nephews.
Kelly earned her MSW from Temple University and her MBA from Penn State University. She valued her community and constantly looked for ways to give back through her profession and volunteer efforts. Kelly dutifully served the Commonwealth of Pennsylvania for over 20 years across multiple departments. At the time of her passing, she acted as the Division Chief for the Bureau of Office Services Materials and Services Management for the Pennsylvania Department of Transportation. For her community, she held the office of Vice President of the Ladies’ Auxiliary of the Post #404 Elizabethville American Legion.
Kelly was a quick witted woman, always willing to lend an ear and offer a piece of advice or crack a joke with you. She cherished her family.
A Celebration of Life will be held for family and friends to gather in Elizabethville at the Salem Lutheran Church Social Hall, 205 W Main St, Elizabethville, on Saturday, February 21st at 1:30pm.
